About
Michelle Baker is a highly experienced local authority consultant and a recognised leader in the Business Improvement District (BID) industry, with 17 years of proven success in driving transformative, community-centred projects. Specialising in public space management, place-making, and place-shaping, her approach aligns with the principles of creating vibrant, sustainable environments that prioritise people and communities.
In the spirit of Jane Jacobs, whose work revolutionised our understanding of how cities and towns thrive, she is deeply committed to fostering dynamic spaces where businesses, residents, and visitors can coexist, interact, and grow. Bringing a collaborative, bottom-up approach to urban regeneration, focusing on the social and economic aspects of development to create places that are not only functional but full of life, vitality, and opportunity. Her philosophy of development mirrors Jacobs’ emphasis on the importance of mixed-use spaces, walkable environments, and the active engagement of local communities in shaping their surroundings.
With a 100% track record in BID ballots, Michelle has successfully developed Business Improvement Districts (BIDs) that have secured £10 million in additional funding, catalysing economic growth and long-term sustainability for these areas. Her background in commercial property management and estate management allows the approach to BID development to be a holistic, integrated perspective, ensuring financial success while maintaining the authentic character and appeal of the place.
In addition to her work with BIDs, Michelle has extensive experience managing regeneration projects, including overseeing a Town Council's regeneration efforts, where she led revitalisation projects that breathed new life into public spaces and strengthened community ties. This experience allows her to connect and empower stakeholders—businesses, residents, and local authorities—to create spaces that meet the needs of all.
Michelle’s law degree further adds value by enabling her to navigate complex legal and regulatory frameworks, ensuring that all projects le are compliant, effective, and sustainable. Through place branding and destination marketing, she has enhanced the visibility and investment potential of locations, helping them thrive in an increasingly competitive landscape.
What truly sets Michelle apart is her deep understanding of both the human and economic factors that drive successful urban spaces, centered around understanding the lived experience of people within spaces and using that insight to create environments that foster long-term growth and community wellbeing. By bringing together her diverse skill set—ranging from commercial property management to community regeneration—Michelle delivers impactful, sustainable solutions that create thriving public spaces and revitalised business districts.
With 17 years of expertise, a 100% track record at Business Improvement District (BID) ballot, and a deep commitment to community-driven urban development, Michelle provides a level of leadership and results that distinguish her in the place industry.
